C'est officiel: radiology cuts look set to have major impact

The French National Federation of Medical Radiologists (FNMR) has released figures from a survey conducted among its members on the likely consequences of the National Health Insurance Fund (CNAM)’s 2025-2027 imaging protocol and the provisions of the Social Security Financing Bill (PLFSS) 2026.

Responses to the survey of 4,000 private radiologists in France conducted from 17 to 20 November 2025 show that the rate reductions imposed by the CNAM protocol and the PLFSS 2026 would have serious consequences for patients, the FNMR said.

The key findings included the following:

  • 90% of practices believe that they will have to downgrade when renewing radiology equipment.
  • 75% of centers anticipate longer wait times for exams.
  • 69% believe that they will have to reduce level I interventional radiology (puncture, infiltration) due to the increased costs of devices.

Other anticipated effects include the following:

  • 44% of facilities expect reductions in team working hours.
  • 41% consider it likely that a site will close in the medium term.
  • 40% are considering reductions in staff.

The FNMR is calling for the suspension of the imposed tariff reduction measures and the withdrawal of Article 24 of the PLFSS, as well as the immediate opening of negotiations to move away from what it terms “a strictly accounting approach” to build “a multiyear plan guaranteeing investment, innovation, and access to care.”

The organization added that without tangible and quick action, “the profession will harden its movement in order to protect patients and the continuity of care.” The FNMR implemented a national strike day on 10 November, with about 80% of practices remaining closed.
